Prior to Virginia Tech: Elby arrived in Blacksburg following four seasons at Penn State (2022-25). He served as the team’s Assistant Director of Recruiting in 2022 before spending 2023 as Assistant Director of Player Relations and Personnel taking over as Associate Director of Player Advancement and Revenue Share Strategies for the 2024 and 2025 seasons.
Elby worked alongside the General Manager on revenue share strategies and roster management. He also served as a mediator between player representation, negotiating contracts while managing all agent relations. As the Assistant Director of Player Relations and Personnel he worked closely with Penn State players to secure NIL marketing opportunities. While in personnel, Elby helped Penn State secure multiple top 15 recruiting classes.
Prior to coming to Penn State, Elby worked for USA Football from 2017 to 2022 in their Player Personnel department. As the National Governing Body for American football, Elby helped USA Football in its development initiatives to select, scout, and organize the first ever flag football teams represented by the United States at the 2028 Olympics. Elby managed a national network of high school football coaches and evaluators across all fifty states.
From 2017 to 2022, Elby also served as Running Backs Coach and Director of Recruiting at Carmel High School in Indiana where he was an instrumental part of Carmel High School’s 2019 and 2020 Indiana 6A State Championship teams.
Prior to joining the Carmel High School staff, Elby coached defensive backs and running backs at Lock Haven University from 2014 to 2017, while also serving as Director of Recruiting & Operations.
From 2012 to 2015, Elby worked for the NFL as a National Field Director at their Regional Combines.
From 2010 to 2011, Elby worked for the NCAA in Student-Athlete Affairs and Leadership Development.
